Valley Village real estate FAQ
Is Valley Village its own city?
No. Valley Village is a neighborhood of the City of Los Angeles, in City Council District 2, with its own Neighborhood Council. City of Los Angeles rules, fees, and services apply. Addresses here are written as either "Valley Village" or "North Hollywood," with ZIP codes including 91607, 91601, and 91602.
Who provides utilities in Valley Village?
The Los Angeles Department of Water and Power (LADWP) provides water and electricity. LA Sanitation picks up trash, recycling, and green-bin organics from single-family homes. See LADWP and LA Sanitation.
Does the LA "mansion tax" apply when you sell a home in Valley Village?
Valley Village is inside the City of Los Angeles, so the city's own transfer tax applies to sales here. Measure ULA, often called the mansion tax, adds a separate tax on sales above a high-value threshold which the city updated for sales closing after June 30, 2026. Whether it applies depends on your sale price and closing date, so confirm with your escrow officer or CPA. The city explains it on its Office of Finance page. I'm not a tax professional, and this is not tax advice.
What is the Valley Village Specific Plan?
It's a City of Los Angeles plan, adopted in 1993, that adds its own rules for new construction in Valley Village. What it allows depends on your property and can change, so I don't interpret it for anyone. If you're planning to build, add on, or buy with a project in mind, get the answer straight from LA City Planning first.
Can I build an ADU in Valley Village?
The City of Los Angeles allows accessory dwelling units under its ADU ordinance, which follows state law, and runs a Standard Plan Program with pre-approved ADU designs. Valley Village also has its own Specific Plan, so rules depend on your lot. Start with the LADBS ADU page and confirm with City Planning.
What tenant rules apply to rentals in Valley Village?
City of Los Angeles rules apply. The Rent Stabilization Ordinance (RSO) generally covers rentals built on or before October 1, 1978, and the Just Cause Ordinance covers most other rentals, including some single-family homes. Both are run by the Los Angeles Housing Department. If you own a rental, talk to a landlord-tenant attorney before you sell, and read my page on selling with a tenant in place. This is not legal advice.
Where does the name Valley Village come from?
According to the Neighborhood Council's history, the community was founded in 1939 and the local post office used the Valley Village name while the area was still officially part of North Hollywood. Residents organized in the 1980s, and the city recognized Valley Village as its own community.
